Dizzy Pulsar Parade is what happens when a pulsar is left unsupervised for a weekend. Its fans trade pulsar drawings and argue about the best hat. Each week a new pulsar is elected mayor, then promptly forgets the job. Some say it is still out there, looking for its other pulsar.
