Hong Kong's monetary authority has moved its EnsembleTX pilot to 24/7 real-value settlement, and Standard Chartered is offering tokenized deposits to corporate clients on it. HSBC says its new stablecoin has reached 50,000 users, which shows the retail and wholesale tracks developing side by side.

Hong Kong lifts the clock on tokenized settlement

The Hong Kong Monetary Authority (HKMA) said on Monday that it had advanced EnsembleTX, the real-value stage of Project Ensemble, to allow transactions around the clock. According to Cointelegraph, the regulator said the update should let banks and their customers send money across borders, handle tokenized holdings and carry out treasury work when conventional settlement is closed.

Standard Chartered is among the first banks to put the capability in front of customers. CoinDesk reported that the bank has debuted tokenized deposits in Hong Kong for corporate clients. Under that account, the bank uses EnsembleTX to move deposits between participating banks at any hour, with settlement in central bank money.

The Defiant described the same launch and added the first client names. It reported that China AMC, Finloop and PantherTrade have already executed live transactions in tokenized deposits and money-market funds, according to the bank.

How a pilot built on limited hours reached 24/7

Cointelegraph set out the path. The HKMA started Project Ensemble in March 2024 to examine whether banks could settle tokenized deals with wholesale digital money issued by the central bank. A sandbox opened that August, giving banks a place to link their tokenized deposit platforms and trial transfers.

Real-value trials began in November 2025. At that point, participating banks still routed payments through the city's current dollar settlement system, whose operating hours are restricted. The HKMA had said then that it would introduce tokenized central bank money to enable round-the-clock settlement.

That is the step announced this week. Cointelegraph reported that HKMA Chief Executive Eddie Yue described tokenized central bank money as the basis for continuous settlement at Hong Kong FinTech Week. According to Cointelegraph, Yue said tokenized versions of bank deposits, bonds and money market funds were already in use.

The figures and milestones reported so far

The reporting contains few numbers, but the ones it gives show how fast the pieces are arriving.

  • March 2024: the HKMA launches Project Ensemble.
  • November 2025: real-value trials begin on the existing dollar settlement system.
  • Oct. 23: HSBC launches its Hong Kong dollar stablecoin, RedCoin, through the PayMe app.
  • 50,000: users HSBC says RedCoin had reached about 10 days after launch, according to Group CEO Georges Elhedery.
  • 3.3 million: PayMe customers HSBC says could activate stablecoin wallets.
  • About half a dozen: other jurisdictions where HSBC says it offers tokenized deposits to wholesale clients, alongside Hong Kong.

Government debt trials and stablecoins come next

The HKMA also said recognized dealers have completed secondary-market trial trades in tokenized Exchange Fund Bills. These are short-term debt instruments issued by the regulator itself. Cointelegraph reported that the authority plans to widen those trials to include regulated stablecoins.

That plan connects two tracks that have so far run apart. Cointelegraph noted that RedCoin brings stablecoins into retail payments, while Ensemble's settlement work has centred on banks and tokenized investments. Bringing licensed stablecoins into trials of government debt would test whether the two can share the same market infrastructure.

HSBC's plans point the same way. The bank said it also plans to add RedCoin to its mobile banking app and let customers subscribe to tokenized products, among them a share class of a money market fund denominated in Hong Kong dollars. Cointelegraph reported that Elhedery said the bank aims to reach several million users.

Where the three accounts agree and differ

The three outlets cover related developments in Hong Kong's tokenization push, each from a different angle. CoinDesk and The Defiant both cover only the Standard Chartered launch, and both are limited here to their headlines and summaries. CoinDesk stresses the mechanism, which is deposits moving between banks around the clock and settling in central bank money. The Defiant stresses early use, naming three clients that have already transacted.

Cointelegraph supplies the regulatory frame and the competing HSBC story, but its text, as described, does not mention Standard Chartered's launch. No outlet reports transaction volumes, deposit sizes or the number of participating banks. The three summaries do not conflict, though they are not detailed enough to be checked against one another beyond the shared point of 24/7 operation.

One link between the stories is ownership. Cointelegraph noted that Anchorpoint Financial, one of Hong Kong's first licensed stablecoin issuers alongside HSBC in April, is a venture backed by Animoca Brands and Standard Chartered. Standard Chartered therefore appears on both the deposit and the stablecoin side of the city's tokenization push.

Why continuous settlement matters to markets

Traditional bank settlement follows business hours and local holidays. A tokenized deposit that settles in central bank money at any time lets treasury teams move funds when a counterparty in another time zone needs them. It also removes the weekend gap that tokenized funds and bonds otherwise inherit from the payment rails beneath them.

For crypto readers, the notable point is that regulated institutions are building this on permissioned bank infrastructure with central bank backing. Cointelegraph noted that the licensing regime for stablecoin issuers, introduced in August 2025, sets requirements covering reserve backing, redemption and risk controls. Project teams considering a Hong Kong dollar stablecoin should note that the licensing regime applies to issuers.

Open questions to watch

Several points remain unanswered in the reporting. It is not clear how many banks beyond Standard Chartered and HSBC will offer tokenized deposits on EnsembleTX, or how large the corporate flows will become. The HKMA has not been reported to give a timeline for adding regulated stablecoins to the Exchange Fund Bill trials.

Readers can also watch whether RedCoin's user count keeps climbing after its first weeks, and whether HSBC's app integration and fund subscriptions arrive as planned. Whether the stablecoin and tokenized deposit tracks eventually settle on the same rails is a question for the coming months.
